Online forms, visa applications and HR portals often accept only PDF. Photos of documents are JPGs. Converting them takes a minute and does not require uploading anything: the PDF is assembled in your browser.
Step 1: Prepare the photos
Take the photos in good light, straight on. If they are large (phone photos usually are), consider shrinking them first with the Image Compressor: documents at 1,600 pixels wide are perfectly readable and keep the PDF small.
Step 2: Add the images
Open the converter and drop in your JPGs, or click Choose files. For PNG or WebP images, use Image to PDF instead; it accepts all three formats together.

Each image becomes one page in the order shown. Drag the rows or use the arrows to rearrange, and remove any you do not need.
Step 4: Choose the layout
- Page size: A4, US Letter, A5, or Fit to image for pages that match each photo exactly.
- Orientation: Auto turns the page sideways for wide images; force portrait or landscape if a form requires it.
- Margin: none for scans, small for a tidy border, larger for printing.
Images are scaled to fit inside the page without cropping and centred.
Step 5: Create and download
Click Create PDF, check the page count and size, and download. Open the file once to confirm every page is upright and legible before you submit it.
Tips
- Combine the result with other PDFs using Merge PDF.
- JPG data is embedded without re-compression, so quality is exactly what you started with.
- Screenshots and diagrams look best with Fit to image and no margin.
Frequently asked questions
Which page size should I choose?
A4 for anything that might be printed in most of the world, US Letter for the United States, and Fit to image for scans and screenshots that should keep their exact proportions.
Why is my PDF so large?
Photos are embedded at their original resolution. Compress or resize them first: 1600 pixels wide is plenty for documents and keeps most PDFs under a few megabytes.
Will my photos come out sideways?
No. The tool reads the orientation flag phones store in JPG files and rotates the image before placing it on the page.
